What are the Odds?
Governor Perry: "The state has said clearly that it is going to accept gambling as a form of entertainment to be legal in the state of Texas," he said, pointing to popular votes that legalized the state lottery and pari-mutuel gambling at horse and dog tracks. [Source: Austin American Statesman]
Voter tallies in the state have consistently shown the majority of Texans favor gambling. Even in some legendary conservative, anti-liquor ("dry") counties, Texans are in favor of legalized casino entertainment.

 The Texas Lottery passed with an average of 65 percent voter approval. More than 83 percent of Texas' counties (211 out of 254) approved the Lottery …and that was well over a decade ago.

By supporting a constitutional amendment, our elected officials could "let the voters decide" - without committing to a position on casino gaming.
